GOA SCORES WITH DISTICTION ON SDG INDEX

The Index for Sustainable Development Goals (SDGs) evaluates progress of States and Union Territories on social, economic and environmental parameters

SDG 1 – No Poverty

Goa got the second highest score of 83 on the overall list of States & UTs. The following are the various indicator markings: Population below poverty line (9.69%); Head count ratio as per the Multi-dimensional Poverty index is (3.4%); Households covered by health scheme/insurance (32.8%); MGNREGA- employment provided against demanded (84.8%); Beneficiaries under PMVY is 96%; and households living in katcha houses (2.20%).  

SDG 2 – Zero Hunger

Goa, with a score of 78 is third in the overall list and is second amongst the States.  The following are the various indicator markings: Beneficiaries under NFSA (56.34%); Children under 5 years who are underweight (Null); Children under 5 years who are stunted (Null); Pregnant women (15-49 years) who are anaemic (27.80%); Adolescents (10-19 years) who are anaemic (Null); Rice and wheat produced annually (Kg/Ha) (3546.34); and GVA (constant prices) in agriculture (in lakhs/worker) (1.10).

SDG 3 – Good Health and Well-Being

Goa finishes 16th on the overall list scoring 72, which is below 11 States. The following are the various indicator markings: Maternal Mortality Ratio (per 100,000 live births (Null); Under 5 mortality rate (per 1,000 births) (Null although in 2019-20 it was 16.2%; Number of Children (9-11 months) fully immunized (54%); Notification rate of Tuberculosis per 1,00,000 population (314) HIV incidence per 1,000 uninfected population (0.16%); Suicide rate (per 1,00,000 population) (32.50); Death rate due to road accidents per 1,00,000 population (9.70%); Institutional deliveries out of the total deliveries reported (100%); and Monthly per capita out-of-pocket expenditure on health (75); Physicians, nurses and midwives per 10,000 population (Null).

SDG 4- Quality Education

Goa is 5th on the overall list with a score of 71 and third amongst the States. The following are the various indicator markings: Adjusted Net Enrolment Ratio in elementary education (class 1-8) (84.15; Avg annual dropout rate at secondary level (class 9-10) (12.73); Gross Enrolment Ratio (GER) in higher secondary (class 11-12) (69.78); Class 8 students achieving minimum proficiency level in language and maths (61.30); GER in higher education (18-23 years) (46.4); Persons with disability (>15 years) having completed secondary education (28.60%); Gender Parity Index for higher education (18-23 years) (1.24); Persons (>15 years) who are literate (89.50%); Schools with access to electricity, drinking water (99.93%); Trained teachers at secondary level (class 9-10) (92.57); and Pupil Teacher Ratio at secondary level (class 9-10) (11).  

SDG 5- Gender Equality

Goa with a score of 55 gets the overall 12th rank and 8th position amongst States. The following are the various indicator markings: Crimes against women per 1,00,000 female population (12.10); Sex ratio at birth (Null); Avg wage/salary received (female to male) (0.75); Cruelty/physical violence by husband/his relatives (per 1,00,000 women) (1.01); Elected women in state legislative assembly (13.33 %); Women in managerial positions in listed companies (per 1,000 persons) (615); Demand for family planning satisfied by modern methods (15-49 years) (87.10); and Operational land holding gender wise (22.80%).

SDG 6- Clean Water and Sanitation

Goa is the joint highest on the overall list with a maximum score of 100 along with UT Lakshadweep. The following are the various indicator markings: Rural population getting drinking water within premises through PWS (95.89%); Rural population having improved source of drinking water (95.89); Individual household toilets constructed against target (100); Districts verified to be ODF (100); Schools with separate toilet facility for girls (98.74); Industries complying with CPCB waste water treatment norms (99.21%); Ground water withdrawal against availability (31.25%); and Blocks/mandals/taluka over-exploited (0).

SDG 7- Affordable and Clean Energy

With a maximum score of 100, Goa tops the overall list along with other States like Andhra Pradesh, Haryana, Himachal Pradesh, Karnataka, Kerala, Maharashtra, Mizoram, Punjab, Rajasthan, Sikkim, Tamil Nadu, Telangana, Uttarakhand, Uttar Pradesh; and the UTs such as Andaman and Nicobar Islands, Chandigarh, Delhi, Jammu & Kashmir and Ladakh. The following are the various indicator markings: Households electrified (100); and LPG+PNG connections against number of households (146.84%). 

SDG 8 – Decent Work and Economic Growth

Goa is second on the overall list with a score of 76. The following are the various indicator markings: Annual growth rate of GDP (constant prices) per capita (13.79); EODB | 2020 Feedback score | 2019 Implementation score (3.33); Unemployment rate (9.40%); Labour Force Participation Rate (LFPR) (57.80%); Regular wage/salaried employees in non-agriculture sector without social security benefits (23.80%); Households covered with a bank account against target (PMJDY) (100); Functioning branches of commercial banks per 1,00,000 population (45.78); ATMs per 1,00,000 population (64.55); and Women account holders in PMJDY (44.19).

SDG 9 – Industry, Innovation, and Infrastructure 

Goa with a score of 68 is the fourth highest in the overall list. The following are the various indicator markings:  Percentage of targeted habitations connected by all-weather roads under PMGSY ( 100%);  Gross Value Added (GVA) in manufacturing to total GVA (current prices) (42.50%); Manufacturing employment as a percentage of total employment (16.39%); Innovation score as per the India Innovation Index (24.92%); Score as per Logistics Ease Across Different States (LEADS) report (2.78); Mobile connections per 100 persons (177.45%); and Internet subscribers per 100 population (74.72%).

SDG 10- Reduced Inequalities

Goa is ranked 6th on the overall list with a score of 75. The following are the various indicator markings: Population in the lowest two wealth quintiles (5.60%); Elected women in the State/UT for Lok Sabha (0); Seats held by women in Panchayati Raj Institutions (36.72%); SC/ST seats in State Legislative Assembly (2.50%); Ratio of transgender to male LFPR (Null); Crimes against SCs (per 1,00,000 SC population) (11.8);  and Crimes against STs (per 1,00,000 ST population) (1.3).

SDG 11 – Sustainable Cities and Communities

Goa has the third highest score of 89 on the overall list. The following are the various indicator markings: Urban households living in katcha houses (0%); Deaths due to road accidents in urban areas per 1,00,000 population (5.87);  Wards with 100% door to door waste collection (100%);  Individual household toilets constructed against target (94.79%);  Municipal Solid Waste (MSW) processed to total MSW generated (70%); wards with 100% source segregation (79.72%); Installed sewage treatment capacity to sewage generated (80.48%); and Urban households with drainage facility (95.60%).

SDG 12- Responsible Consumption and Production

Goa is bottom ranked on this list and is the only State or UT marked in the lowest ‘Aspirant’ category with a score of 49. The following are the various indicator markings: Per capita fossil fuel consumption (in kg) (547.10); Usage of nitrogenous fertilizer out of total N,P,K (43.63%); Hazardous waste generated per 1,000 population (Tonnes/Annum)( 19.11); Hazardous waste recycled/utilized to waste generated 2019 – Schedule IV hazardous waste (4.34%); Plastic waste generated per 1,000 population (Tonnes/Annum) (21.24); Biomedical Waste Management(BMW) treated to total BMW generated (100%); and Grid interactive bio power per 10 lakh population (MW) (0.22).

SDG 13- Climate Action

Goa is at the 10th bottom place in the overall list, with a score of 44 and in the ‘Aspirant category’ along with 12 other States and UTs. The following are the various indicator markings: Lives lost due to extreme weather events (per 1 crore population) (Null); Disaster preparedness score as per Disaster Resilience Index (13.50); Share of renewable in total energy mix (including allocated shares) (1.06); Carbon dioxide saved from LED bulbs per 1,000 population (Tonnes) (67.78); Disability Adjusted Life Years (DALY) rate attributable to air pollution (per 1, 00,000 population) (1482).

SDG 14 – Life below Water

Only 9 States figure in this list and Goa is at 7th place, with a score of 50 and in the middle category called ‘Performer’. The following are the various indicator markings: Mean shore zone coastal water quality – BOD (mg/l) (0.77); Mean shore zone coastal water quality -TN (µmol/l) (20.12); Increase in area under mangroves (0%); Average pH in the shore zone (8.06) and Potential area developed under aquaculture (1.4%). 

SDG 15 – Life on Land

Goa is the tenth lowest in the overall list and under the ‘Performer’ category with a score of 59. The following are the various indicator markings: Forest cover (60.43%); Tree cover (7.34%); Area covered under afforestation schemes (0%); Degraded land over total land area (11.64%); Increase in area of desertification (3.49%); and Wildlife crime cases (101).

SDG 16 – Peace, Justice, and Strong Institutions

Goa with a score of 63 and in the ‘Performer’ category is the 5th lowest in the overall list. The following are the various indicator markings: Murders per 1,00,000 population (2.10); Cognizable crimes against children per 1,00,000 population (32.10); Victims of human trafficking per 10 lakh population (58.44); Missing children per 1,00,000 child population (5.96); Courts per 1,00,000 population (3.25%); Cases under Prevention of Corruption Act (PCA) and related IPC per 10 lakh population  (5.84); Births registered (79.10%) and Population covered under Aadhaar (107%).
