Govt is shutting seniority-based promotions for Goa Police

PANJIM: Against the backdrop of ongoing debate surrounding the promotion of police officers and personnel, the government has decided to put an end to the ongoing system of seniority-based promotion. 
Chief Minister Pramod Sawant has emphasised on amending the existing promotion scheme within the department. “Promotion henceforth will be based on performance and not on seniority basis. I have made it clear,” he said while inaugurating the Emergency Response Support System – Dial 112 at State Police Control Room (SPCR) on Wednesday. 
The CM however declined to discuss further details but it has been learnt the matter could be taken up in the cabinet. The statement comes at a time when the department is dealing with resentment from some senior police inspectors for delayed promotions. In addition to these, several police sub inspectors besides lower ranking personnel are also waiting for their promotion for several years. 
Herald has been consistently reporting on the plight of the senior PIs who have been waiting for their promotions even as the department is also facing criticism for not carrying out direct recruitment of deputy superintendents of police for nearly 21 years. 
Some of these officers are also nearing their retirement age and if the trend continuous, huge number of PSIs recruited in the last one decade might face the same fate. These officers have also been declaring their performance in a bid to push their proposal for promotion. 
Herald has already reported that nearly 23 out of the 33 PIs are serving to this rank between 15 and 20 years. Although the entire batch of senior police officers since 1991 are eligible for promotion as per the Recruitment Rules, the ongoing scenario has left many in frustration. In the last over two decades, only three State police officers – amongst those promoted in time from PSI to SP – have entered the IPS cadre.
