GPSC promotes nearly 364 officers in regular manner

PANJIM: The Goa Public Service Commission (GPSC) has promoted nearly 364 officers in a regular manner across various departments for the year 2019-20, along with lifting probation of 123 officers, who were awaiting regularisation for over a year. 

Though, the Commission has put an end to the ad-hoc promotions in the State administration since January 2018, it allowed appointment of 18 officers on ad-hoc basis after seeking justifiable reason for such extension. 

The information was provided in the annual report of GPSC 2019-20, which was presented to Governor’s office on August 14 by the Chairman Jose Manuel Noronha. The report presented in requirement of Article 323(2) of the Constitution brings out the various achievements of the Commission. 

From January 2018, the Commission reportedly decided to do away with ad-hoc promotions and accordingly directed the Personnel Department that no proposals for the ad-hoc promotions or extensions of existing ad-hoc promotions would be entertained by the Commission unless there is sufficient justification and that too on case-to-case basis. 

As per the report, the Commission had received total 89 departmental proposals for 491 existing vacancies to be filled; while another 12 proposals covering 105 vacancies were pending in 2018-19. 

The Commission disposed off 83 proposals, which included 12 pending proposals, recommending 364 officers for promotions. Seven proposals were treated as close or withdrawn. 

The promotions were in the Department of Health, Education, Agriculture, Revenue, amongst others. 

Further, the Commission also lifted probation of 123 officers by disposing off 57 proposals including eight pending proposals of 2018-19. The GPSC also conveyed approval for framing of recruitment rules for positions in the Departments of Health, Water Resources, Prosecution, Civil Aviation and Agriculture.

During the year under report, the Commission has advertised around 240 positions and received around 10,500 applications for these posts which include almost 3,700 applications for 22 posts of Junior Scale Officers.
