MARGAO: The State Transport Department has recently announced revisions to the Goa State Compensation to Road Accident Victims, 2023, highlighting the need for reform as approximately 250-300 lives are lost annually in road accidents. One of the most significant changes is the increase in relief to Rs 2 lakhs for families with income is below Rs 10 lakh, regardless of the victim’s insurance coverage. Previously, the eligibility criteria required an aggregate income of Rs 3 lakhs.
Formerly known as the Goa State Interim Compensation to Road Accident Victims, 2020, the scheme has been renamed and expanded in scope and application procedure. Notably, the application period has been extended from 180 days to 365 days from the date of the accident. This extension aims to provide claimants with ample time to gather necessary documents and submit applications online.
Furthermore, the scheme now explicitly covers any person who dies in a road accident after residing in Goa for 15 years. The compensation amount of Rs 2 lakhs will be distributed to eligible beneficiaries, including the surviving spouse, children, parents, or siblings. However, in the absence of these relatives, no compensation will be paid. Any disputes regarding the proportion of the compensation amount will be resolved by the director of Transport.
Claimants must follow a specified procedure for claiming and disbursing the compensation, which involves submitting an application with full particulars and documentary
proof within 365 days of the accident occurrence.

It is crucial to note that the compensation provided is not classified as insurance but rather a compassionate payment by the state government to alleviate the trauma and expenses faced by the victims and their families. This payment is discretionary and not a guaranteed right for anyone.
