Lanco Infratech submits bid for Tilaiya UMPP

Public sector power major NTPC and three private sector companies — Reliance Power, Tata Power and Lanco Infratech — are in the race for Rs 18,000- crore Ultra Mega Power Project at Tilaiya in Jharkhand.

Financial bids for the 4,000-MW project are being invited today by the nodal agency for UMPPs, Power Finance Corporation, and they are expected to be opened this evening itself.

While Lanco Infratech submitted its bid this morning, others are expected to follow the suit before the bidding closes later in the day, sources said.

They further said only a few of the companies out of the 11 pre-qualified bidders are expected to submit their bids amidst global financial crisis and the prevalent liquidity crunch.

In terms of tariff to be charged from the consumers, according to the sources, the lowest bid for the project is expected to be over Rs 1.196 per unit (Reliance Power’s bid for Sasan) and less than Rs 2 per unit.

The bidding process has been deferred as many as four times in the past on various grounds.

Apart from the delays in bidding, the Tilaiya project had also to face some delays over identification of site, getting water source and obtaining other regulatory clearances.

The project would have a debt-equity ratio of 70:30.
