Minister favours public hanging of rape and murder convicts

Wants amendments to IPC to legalise public hanging

PANJIM: Stating that the rape and murder of Telangana veterinarian was “beyond human imagination”, State Minister for Ports Michael Lobo on Saturday demanded that Central government should amendment the Indian Penal Code (IPC) to hang in public square the people convicted of rape and murder.
Speaking to media persons on the sidelines of an event, Lobo also said that the amendment should also be brought into effect to set up fast track court to ensure that justice is delivered to the victim and her family within four months, without any delay. 
Lobo said that taking cognizance of growing crime against women, Prime Minister Narendra Modi and Home Minister Amit Shah should bring in amendments to IPC in the Parliament to make capital punishment with public hanging compulsory for accused involved in rape and murder cases.
“The crime that happened in Telangana was not an ordinary crime. It was not just a rape or murder but a crime beyond imagination of any human being. This type of crime and those involved in such crimes should have no place in our society,” minister said.
“Such accused needs to be hanged publicly. A strong message has to go across all the men in India, who think law will not do anything and that they are beyond law,” Lobo stated.
“A message has to be loud and clear that if you are found guilty in the case, then, you would be hanged in public places such as open stadium,” he said adding that crime against women in India are on the rise only because of “our failure to give justice on time and in right manner.”
“These men are not normal men. They feel that whatever they do will go unchecked…unnoticed or someone will support them and they will come out. But that should not happen,” he added. 
Lobo said that people involved in such crime should not be pardoned.
