PANJIM: Those indulged in manufacturing of plastic carry bags or recycled plastic bags, without registering with the State pollution authorities, will now have to face action.
The Central Pollution Control Board (CPCB) in a direction issued to the State Pollution Control Boards (SPCB) across country, including Goa, to take action against the defaulting units as per the provisions of the Plastic Waste Management Rules, 2018, that includes closure of their operations and levying environmental compensation.
The SPCBs are asked to identify the brand owners or producers of manufacturing carry bags or recycled plastic bags or multi-layered packaging units operating without registration from the SPCBs.
CPCB pointed out that the National Green Tribunal (NGT) through its order dated September 10, has observed that coercive measures have to be adopted by the CPCB, SPCB to ensure that producers or brand owners obtain registration.
“Under Rule 13 (1) of Plastic Waste Management Rules, 2016, no person shall manufacture carry bags or recycled plastic bags or multi-layered packaging unless the person has obtained a registration from the SPCB or the Pollution Control Committees of the UT, as the case may be, prior to the commencement of production,” the CPCB said.
“However, it is observed that several brand owners or producers are operating without registration,” it added.
“Also, it is observed that several States and UTs have not registered any brand owner or producer as per provisions of the Rule,” it added further.
