MARGAO, NOV 28
Nuvem gram sabha members took the Panchayat body to task over the question of issue temporary licences without following the laid down criteria.
At the gram sabha meeting on Sunday, members pointed out to an illegal land filling and the temporary license issued to a hardware shop by the body. Agitated members demanded to know the criteria adopted by the Panchayat while issuing temporary licences, saying the Panchayat should follow a set rules and procedures and not resort to discretion in such matters. Members pointed out that while the common man is made to run from pillar to post for approval of their files, the Panchayat issues temporary licenses without any hesitation to the parties.
The issue over garbage also figured at the meeting, with members demanding to know from the chair the operation of the waste plant in the village. They sought details on the waste plant and the guidelines how to go about treating the waste.
Members pointed out that a plant alone will not solve the garbage problem and demanded that the Panchayat body bring about awareness amongst the villagers on garbage collection and disposal.
A gram sabha member Zarinha Da Cunha said that the gram sabha meetings are not held regularly and added that the action taken report on the resolutions, are not make available to the gram sabha.
Sarpanch Antonio Barreto told the gram sabha that the waste treatment plant has not been put to use for the moment as the Panchayat needs the required manpower to run the plant. He said the Panchayat would ensure that the manpower is trained properly to handle the plant.
A proposal was mooted before the gram sabha demanding that the government depute trained personnel as Counsellors in schools, higher secondary schools and colleges to solve the problems of the students taking into account that children do not communicate their grievances with parents.
