Nuvem resolves to demolish school building

Bloomz International School building at Baida to be razed as the TCP had revoked the technical clearance; also demand de-notification of RP 21

MARGAO: The Nuvem gram sabha on Sunday resolved to demolish the Bloomz International School building at Baida, by following the proper procedure in the wake of revocation of the technical clearance by the Town and Country Planning department.
The gram sabha also adopted a resolution demanding de-notification of the RP 21 and preparation of a fresh plan after taking inputs and suggestions from the village level committees.
Tabling the resolution in respect of the Bloomz International School, gram sabha member Jose Roque Andrade drew attention of the Sarpanch Reuben D’Costa to the TCP order dated November 27 last, wherein Town Planner R M Borkar had observed that the school had continued with the work on the building without observing the TCP directions and in violation of the approved building plans with additional floor and consequently increase in height and FAR, including construction of a part stilt floor. 
Members pointed that the TCP had stated that the school had showed scant respect to the various directions by the TCP office by going ahead with the construction, that too, with major deviations, which cannot be even considered for regularisation as the FAR exceeds the permissible limits. 
The TCP had issued the technical clearance construction of a school building on April 1, 2011 in Nuvem village in the reserved institutional plot of the approved layout of the property.
On October 18 the same year, the Deputy Collector, in-charge of the Flying Squad had issued show cause notice cum stop work order to the school for the alleged cutting of hilly land.
Detailed examination later revealed that the extent of cutting was carried out beyond the permissible limits as per the TCP guidelines and was on April 4, 2012 directed to take up the restoration work.
Sarpanch Reuben told the gram sabha that the panchayat has already set in motion the process against the school building in view of the TCP’s decision to revoke the technical clearance.
On the RP 21, Andrade told the meeting that the TCP should not give any permissions and approvals for work in the village till the RP 21 is put in place. He also suggested to the panchayat body to seek plans and details from the various government agencies on the finalisation of a master plan for the village.
Sarpanch Reuben also placed before the gram sabha the audit report as well as the budget estimates for the year 2015-16.
