The man, identified as Maxim Moiseev, 34, was caught with 5.02 gms of LSD papers (404 LSD papers) and 60 gms of Amphetamine.
He was staying at Siolim from where he allegedly tapped his customers and met them at pre-designated locations.
The ANC said they are probing into his role in other drug seizures.
The Russian has been charged under NDPS Act and remanded to police custody for interrogation.
