TELAULIM: Issues of a permanent proactive panchayat secretary, jurisdiction of the Belem Ward, traffic jams caused by roadside hawkers and the draft CZMP dominated the Telaulim gram sabha, on Sunday.
Sarpanch Steven Goes said, “The annual Budget of Rs 1.32 crore was approved by those present. The Draft CZMP was rejected by the gram sabha members who stated that the draft CZMP was not what the villagers had prepared and submitted to the government. Another major issue that was discussed during the gram sabha pertained to the traffic jam posed by the sugarcane juice vendor and the vegetable vendors occupying the footpaths near the Rosary High School, Navelim very close to the main Navelim junction. The gram sabha members suggested that the Telaulim Panchayat write to the Goa Traffic Cell as well as the Navelim Panchayat in this regard requesting that they be provided an alternative spot to conduct their trade.”
“The issue of jurisdiction of the Belem Ward that falls in Telaulim though the survey number comes within the Navelim Panchayat was also discussed. The members sought that the survey be changed from Navelim to Telaulim as the plans of a construction project of a local builder has been passed by the Navelim Panchayat though it lies in the jurisdiction of the Telaulim Panchayat. The members demanded that the Telaulim Panchayat write to the Town and Country Planning Department to make the necessary changes in this regard. Since the TCP has approved the plans without being aware of the jurisdiction. We had already discussed this issue with the Navelim Panchayat but the panchayat insisted that it was within its jurisdiction,” said Steven.
“Further, the members demanded that the Telaulim Panchayat write to the Director of Panchayats seeking a permanent proactive panchayat secretary as there have been frequent transfers every two-three months severely impacting the smooth administration as well as the implementation of the projects under the XII and XIV Finance Commission grants. Since from November 2020 till date, there have been nearly seven panchayat secretaries,” he said.
“We have been constantly following up the status of the proposed projects under the XII and XIV Finance Commission grants with the concerned Block Development Officers (BDOs) as well as the local Congress’ Navelim MLA Luizinho Faleiro and despite several intimations to the BDO, the BDOs have failed to respond,” Steven said.
