Revenue Min seeks details of Alvara land holders

Post-meeting, Revenue Minister Atanasio Monserrate said that District Collectors, Deputy Collectors and Mamlatdars are directed to go through all the pending cases and submit a report.

PANJIM: Revenue Minister Atanasio Monserrate has sought details on the status of regularisation and confirmation of definitive title to Alvara landholders which were gifted or rewarded by Portuguese rulers to several Goans in the year 1917.

Monserrate on Friday held a meeting with Poriem MLA Deviya Rane, who pointed out that nearly 1,000 cases of Alvara land holdings in Sattari Taluka and that people are demanding regularisation through Class II status. 

Post-meeting, the Minister said that District Collectors, Deputy Collectors and Mamlatdars are directed to go through all the pending cases and submit a report. 

“We will see what can be done as per the law,” he said. 

By a decree (No 3602) passed in November 1917, the Portuguese had allowed parcels of land, under the title of Alvara, to be used for agricultural purposes.

In May 2018, the State government amended the Goa Land Revenue Code with regards to receiving claims over Alvara land rights by amending Goa Land Revenue Code, 1968.  The State government has classified the Alvara land claimants into two categories of Class-I occupants giving them the ownership rights on payment of fees and Class-II occupants are regularisation of encroachments. The government had settled close to 500-odd cases, who were able to produce required documents. 

Alvara lands are sprawled over Sattari, Dharbandora, Pernem and Sanguem talukas.
