Three have declared cases with serious IPC charges

PANJIM: Of the 19 candidates – seven from North and 12 from South – contesting the 2014 Lok Sabha polls, six or 32% have declared that there are criminal cases against them. Three candidates have admitted to having serious criminal cases relating to wrongful confinement, criminal intimidation, voluntarily causing hurt by weapons, etc against them.
According to an analysis by ADR after going through the affidavits of candidates, all three candidates with declared serious cases have multiple counts of serious IPC charges.
Dayanand G Narvekar, contesting from North Goa, has declared four counts of serious IPC charges, followed by Govind Gaude, an independent candidate from South Goa constituency with three counts of serious IPC charges and Churchill Alemao of Trinamool Congress contesting from South Goa constituency has also declared three counts of serious charges of IPC.
The criteria for serious criminal cases are: offence for which maximum punishment is of five years or more; if an offence is non-bailable; if it is an electoral offence (IPC 171E or bribery); offence related to loss to exchequer; offences such as assault, murder, kidnap, rape related, offences that are mentioned in Representation of the People Act (Section 8); offences under Prevention of Corruption Act and Crimes against women.
Also seven candidates have declared assets of more than Rs 1 crore. The top three candidates with highest assets are: Adv Jawahar Dias (Rs 56 crore), Dayanand Narvekar (Rs 18 crore) and Churchill Alemao (Rs 14 crore).
A total of 12 candidates out of 19 analyzed have
declared liabilities out of which three candidates have declared liabilities above Rs 50 lakh. Churchill Alemao has declared liabilities of Rs 7.25 crore followed by Dayanand Narvekar with liabilities of Rs 6.29 crore and Raju D’Souza of Samajwadi Janata Party (Rashtriya) from North Goa constituency with liabilities of Rs 50.50 lakh. Balkrishna Salgaonkar, an independent candidate and Clifton De Souza, of Bahujan Mukti Party, both from South Goa constituency have not declared their PAN details.
