PANJIM: In a writ petition filed before the High Court of Bombay at Goa, Scheduled Tribes (ST) leader Tukaram Gaude has sought a fair procedure for allocating shops/office premises to ST communities in the newly built market complex at Bhoma-Adcolna.
While hearing the writ petition, the High Court on Tuesday issued notices to respondents.

Gaude, belonging to ST community from Bhoma has prayed that the State government be directed to make a plan formulation and documentation in terms of the guidelines of the Ministry of Tribal Affairs, Government of India for the allocation of shops/office premises in the reconstructed market complex at Bhoma-Adcolna, which was financed by the Ministry of Tribal Affairs.
He has sought directions to the government to allocate shop/office premises by providing for sufficient reservation proportionate to the Scheduled Tribes population in the State and to frame necessary rules in consultation with Directorate of Panchayats for the purpose of allotment of shops/offices of the already completed project by ensuring sufficient representation/reservation in favour of the Scheduled Tribes community proportionate to their population, in the already completed market complex at Bhoma-Adcolna.
Petitioner’s lawyer Adv Rohit Bras De Sa said that grants-in-aid received under Article 275 (1) is an additive to State Plan Funds and efforts for Tribal Development Funds under Article 275 (1) must be utilised for raising social economic level of Scheduled Tribes commensurate with objectives enshrined in para-2.2 read with para-3.2 of revised guidelines dated June 20, 2016.
