PANJIM: Surprise inspections by high-ranking bureaucrats at government departments across all talukas has exposed lethargy in the Town and Country Planning Offices, Regional Transport Offices, Public Works Department and municipalities. The zonal agricultural offices were the only ones that were found to be functioning properly.
Chief Minister Laxmikant Parsekar, who is in receipt of reports from the inspection teams, has expressed disappointment over various lapses and the manner in which a majority of head offices are functioning. Interestingly, it was found that heads of various departments are not punctual.
“If the heads (of the government departments) are not punctual, the rest will obviously not come to office on time,” Parsekar told the media, a day after several teams were sent to headquarters of all governments departments. The CM has warned that latecomers will be marked half-day or one-day leave.
In a comprehensive report submitted to the government, the inspecting officers revealed poor public services at various departments and huge pendency of work. “There is lethargy in some departments like TCP, RTO, PWD and municipalities… Mutation cases are pending…” Parsekar said. He added, “In many offices, the biometric machines are not functioning, there are no suggestion boxes and no sitting arrangements. Some offices do not mention the link offices neither are movement registers in place…”
Parsekar also pointed out that in a few offices, the keys of suggestion boxes were missing or the boxes were out of sight.
The inspection teams also found that some offices have important notices pasted on the doors instead of notice boards, and past election related information continues to be seen in some offices.
Claiming the inspection was routine, the CM has instructed corrective measures be undertaken and help desks at district or sub-district level offices be set up. He, however, was content with the systematic working of the zonal agricultural offices.
The reports, he said will be presented to the government in a tabulated format after it passes through the respective secretaries and ministers of the concerned departments.
