Where are the toilets?

On November 19 we celebrated World Toilet Day. The Central Government as well as the State Government recently started a Swaach Bharat Campaign spending crores of rupees but I am shocked to note that most of the small restaurants in Panjim, some of which are very prominent, do not have a toilet. 
What is the Directorate of Health Services doing about it? Is it not mandatory for all restaurants to have a toilet? How is the Directorate of Health Services and Directorate of Food and Drug Administration giving permissions to these restaurants to operate? Or are they operating without a valid licence? What is the Corporation of the City of Panjim doing about it? Where are the staff of these restaurants going to relieve themselves? Is this the situation in other cities also? I was also shocked to note that the Sulabh toilets in Azad Maidan Panjim are in deplorable condition – dirty, stinking, broken and rusted with no water supply. Are the other Sulabh toilets in the same condition? What is the Directorate of Health Services doing about it?
 I hope the concerned authorities wake up before it is too late.
