With Traffic Sentinel Scheme withdrawn, people still receive challans

MARGAO: The Traffic Sentinel Scheme may have been withdrawn but people continue to receive challans for offences committed in 2018. 
In one such case, Anthony Fernandes, a resident of Raia, who has purchased a second-hand two-wheeler, complained that the authorities enforcing the M V Act are ill-informed and have issued a challan to him based on the photo sent by traffic sentinel. 
Fernandes, who purchased the second-hand bike, realised that he has received a fine for an offence committed by the earlier owner in 2018. Anthony said the challan, however, has been issued to him and unaware of this, he paid the fine.
Upon inquiry, Anthony realised that the vehicle was transferred in his name in December 2018 and the offence mentioned in the challan was committed in early 2018.
Anthony has slammed the authorities for not getting updated and has demanded that the authorities refund his money at the earliest.  It is learnt that there several such cases every day.
