Along with the above two teams, Valpoi FC, Siolim Sodiem SC, HC Sports Club, Arambol; Xetrapal SC, Oxel; Saligao Sporting Club and PVC Parra will contest in a league format.
The top two teams will qualify for the North District play-off. The winners and runners-up of the North District play-off will qualify for the Inter-District play-off.
The winners of the Inter-District play-off will qualify for First Division League 2016-17.
