The alleged involvement of police inspector Nilesh Rane and Constable Vinod Naik in a sex racket and extortion has yet again left Goa police red-faced. Inspector General of Police Sunil Garg, denying that action has been delayed against the duo men-in-khaki, has stated they could be dismissed from service if the guilt is proven.
Herald: Why has the police department failed to take prompt action against PI Rane and PC Naik or suspended them despite serious allegations made by rescued victims of prostitution?
Sunil Garg: There has not been any delay. Within 2-3 days of the inquiry conducted by sub divisional magistrate, we took action against them and transferred them to Goa Reserve Police. Suspension is the not the solution especially when the matter is old. Suspension follows when someone may influence the witness or direct evidence. If this was a fresh allegation, we would not have hesitated to suspend them. There is harsh punishment above suspension. If the guilt is proven, one can even be dismissed from service on grave misconduct.
H: The rescued women had even accused Anjuna Police Inspector Paresh Naik of refusing to name PI Rane and PC Naik in the FIR. Why is he kept out of disciplinary action?
SG: It was in fact PI Naik who sought for an inquiry and SDM’s findings does not point out his role in it. We have referred to the victims’ statements also. There is timely inquiry conducted.
H: Goa police has been in the bad light owing to policemen’s alleged involvement in various scandals? Why has department failed to crackdown on such elements and ensure it isn’t repeated in future?
SG: This (referring to Rane-Naik case) is the first allegation in the last two years. We do not shy away from taking action against our own men if they are found to be involved in any offense. In two separate cases of bribery, we had suspended and initiated disciplinary inquiry. We are committed on zero tolerance to corruption and other offenses. During every meeting at different level, our staff is briefed about consequences if they indulge in unwarranted/illegal acts. Despite warnings, when such stray incidents crop up, we take action based on the rules and regulations.
