CMC beats poll code,appoints, promotes staff

Beating the election Code of Conduct ahead of the municipal elections, the Canacona Municipal Council (CMC) appointed two new staff, promoted another two and requisitioned a head clerk on deputation from the government.
According to municipal sources, the council’s Departmental Selection Committee (DSC) and Departmental Promotion Committee (DPC) in its sittings on September 21, approved the appointments of one lower division clerk (LDC), one motor driver (MD), upgraded two LDCs to the post of Upper Division Clerks (UDCs) and decided to seek from the government the deputation of a head clerk for the council’s administrative works.
The CMC appointed Augusta Sucorrina Fernandes (LDC) post in the reserved category for OBC and Premanand Naik Gaunkar. The two promoted staff from LDC to UDC are Bharati Madganvkar and Namrata Dessai.
Incidentally, both the new appointees to their respective posts are from the existing working municipal staff earlier engaged on daily wages.
Interestingly, sources informed that a few previous DSC and DPC sittings has been marred with postponements due to the absence of either committee chairman or board-members, throwing a serious doubt in the councilors mind, whether these appointments will be a reality before their present term end.
The DSC and DPC are under the chairmanships of CMC Mayor Shyamsundar Dessai and members consist of Assistant Director of Municipal Administration (ADMA) and the CMC chief officer. Since the LDC post was reserved for OBC, a member from the OBC Panel is nominated on the DSC.
It is learnt that earlier, due to reported plans to upgrade a municipal inspector to the post of head-clerk, the councillors resorted to passing of a resolution to stop the same and instead sought a head-clerk from government on deputation.
It is reportedly learnt that most councillors were against the civic administrations alleged plans to upgrade a municipal inspector to the post of head-clerk and had to accordingly go to the extent of passing a resolution in the council to seek head-clerk on deputation from government.
Sources informed that previously on one occasion, DSC & DPC chairman (CMC Chairperson Shyamsundar Dessai) skipped the committee sittings in protest of plans to promote a municipal inspector, subsequently chairing a council meeting in which a resolution is passed to seek head-clerk on deputation from the government.
