PANJIM: The capital city of Goa was ranked 16th on the Ease of Living Index (EoLI) 2020 amongst the 62 smart cities with a population below one million in the country. With an overall EoLI score of 54.4, Panjim was ranked below Karnal (score of 54.48) and above Tirunelveli (54.04). Incidentally, Diu, which was liberated at the same time as Goa from Portuguese rule, was ranked 14th on this list with a score of 54.64.
When it came to the Municipal Performance Index (MPI) 2020, the Corporation of the City of Panaji (CCP) was ranked 28 amongst the 62 cities. This rank was below Amravati (score of 42.41) and Aligarh (41.45).
Now, as per list released by the Ministry of Housing and Urban Affairs, both EoLI and MPI were assessed under various pillars, verticals and sectors. For a sense of scale, below are the scores Panjim received and which cities topped the aforementioned categories.
EASE OF LIVING INDEX
8The Ease of Living Index has four pillars wherein Goa topped the ‘Quality of Life’ pillar but did not do very well on the remaining three pillars, namely ‘Economic Ability’, ‘Sustainability’ and ‘Citizen Perception’.
8Under Quality of Life, Panjim topped the list with a score of 62.42, which was followed by Tumakuru (56.52) and Vellore (56.49). Diu was firth with a score of 55.73.
8Under Economic Ability, Tiruppur topped the list with a score of 39.12 while Panjim was ranked 24 with a meagre score of 8.90, below Salem (9.20) and Aizwal (8.41).
8Under Sustainability, Panjim was ranked at 42 with a score of 48.15, below Bhagalpur (48.22) and above Port Blair (47.77), while Karnal topped the list with a score of 70.65.
8Under Citizen Perception, Goa was ranked 46 with a score of 72.10, below Karnal (72.20) and Port Blair (71.70). The list was topped by Bhubaneshwar with a score of 94.80.
MUNICIPAL PERFORMANCE INDEX
8The Municipal Performance Index has five verticals namely, ‘Services’, ‘Finance’, ‘Technology’, ‘Planning’ and ‘Governance’.
8Under ‘Finance’, Panjim was ranked 29 with a score of 51.89 while the list was topped by New Delhi with a score of 65.27. Diu was fifth on this list with 58.36.
8Under ‘Technology’, Panjim was ranked 31 with a score of 19.63, while this list was topped by Tirunelveli with a score of 49.03.
8Under ‘Planning’, Panjim got a score of 45 with a score of 19.60, while this list was topped by Dehradun with a score of 53.73.
8Under governance, Panjim was ranked at 33 with a score of 41.36, while Kochi topped this list with a score of 61.39.
8Now each of these verticals was further divided under sectors as mentioned below.
SERVICES
8Under the Services vertical, Panjim was ranked 17th with a score of 58.94, below Tumakuru (59.0) and Karimnagar (58.62). This list was topped by Bilaspur (66.18), Tirupati (65.77) and Gandhinagar (64.20).
8Now the Services vertical had six different sectors namely, Education, Health, Water and Wastewater, SWM and Sanitation, Registration and Permits and Infrastructure.
8For ‘Education’, Panjim got a score of zero along with 31 other cities. The list was topped by Ujjain who scored 84.58.
8This was the similar scenario under ‘Health’ with 34 cities getting a score of zero. This list was topped by Vellore with a score of 53.30.
8Under ‘Water and Wastewater’, Panjim got a rank of 10 with a score of 48.52, below Bilaspur (49.08) and above Saharanpur (47.40). Mangalore topped this list with a score of 60.67.
8Under ‘Solid Waste Management (SWM) and Sanitation’, Panjim was ranked at 32 with a score of 37.32, below Bhubaneshwar (37.53) and above Belgavi (36.33). This list was topped by Ujjain at 95.15.
8Under ‘Registration and Permits’, Panjim was ranked 43 with a score of 74.06, below Dharamshala (74.28) and above Mangalore (73.77). Tumakuru topped this list with a score of 98.41.
8Under ‘Infrastructure’, Goa was ranked second with a score of 75.86. Dharamshala topped the list with a score of 79.62 and Warangal came in third place with a score of 69.19.
FINANCE
8Under the Finance vector, there were four sectors, namely Revenue Management, Expenditure Management Fiscal Responsibility and Fiscal Decentralisation.
8Under ‘Revenue Management’, Panjim got a rank of 33 with a score of 48.26, below Kochi (48.29) and above Erode (48.08). Ajmer topped this list with a score of 66.86.
8Under ‘Expenditure Management’, Goa was ranked 9th with a score of 44.18 below Tirpuati (44.99) and above Tiruppur (43.89). Diu topped the list with a score of 62.63.
8Under ‘Fiscal Responsibility’, Goa was ranked 49 with a score of 53.90, below Bhagalpur (54.89) and above Salem (53.74). This list was topped by Aligarh at 99.51.
8Under ‘Fiscal Decentralisation’, Panjim got the same score as the 9th ranked Dehradun and other cities such as Kochi, Tiruchirappalli and Tirrupur.
TECHNOLOGY
8The Technology vector had three sectors, namely digital governance, digital access and digital literacy.
8Under ‘Digital Governance’, Panjim was ranked 31 with a score of 19.63 below Jhansi (19.64) and above Gurugram (19.61). Tirunelveli topped the list with a score of 49.03.
8Under ‘Digital Access’, Gandhinagar topped the list with a score of 44.0 while Panjim along with 43 cities had a score of zero.
8Under ‘Digital Literacy’, Panjim got a score of 43 with a score of 4.01 that was identical with 12th ranked Agartala and 41 other cities. This list was topped by Tirunelveli with a score of 60.37.
PLANNING
8Under the Planning Vertical, there were three sectors, Plan Preparation, Plan Implementation and Plan Enforcement.
8Under ‘Plan Preparation’, Panjim ranked 45 with a score of 19.60, below Shimla (20.69) and above Muzaffarpur (19.48). This list was topped by Kakinada with a score of 54.16.
8Under Plan Implementation, Panjim got a score of 0 along with 36 other cities. Bhubaneshswar topped the list at 77.30.
8Under ‘Plan Enforcement’, Panjim was ranked 21 with a score of 15.68, below Dehradun (16.14) and above Jalandhar (15.11). Salem topped with a score of 85.35.
GOVERNANCE
8Under the Governance vertical, there were four sectors, namely Transparency and Accountability, Human Resources, Participation and Effectiveness.
8Under ‘Transparency and Accountability’, Panjim was ranked 24 with a score of 53.67, below Moradabad (53.67) and above Saharanpur (53.67). New Delhi topped with a score of 99.97.
8Under ‘Human Resources’, Panjim was ranked 34 with a score of 29.19, below Moradabad (29.46) and above Dharamshala (29.18). Saharanpur topped the list with a score of 61.02.
8Under ‘Participation’, Panjim was ranked 21 with a score of 49.13m below Thanjavur (49.26) and Diu at (47.79). Rae Bareli topped the list with a full score of 100.
8Under ‘Effectiveness’, Panjim was ranked 33 with a score of 33.45, below Karimnagar (33.47) and above Warangal (33.42). Ujjain topped the list with a score of 71.62.
