Incidentally, Velim MLA Benjamin Silva was present for the gram sabha.
Later, Sarpanch Santos Rebello said any resolution passed after he had adjourned the gram sabha were illegal. However, panch Constancio Fernandes, who chaired the second half of the meeting, countered saying whatever was done after Rebello walked out of the meeting was done as per law and that he took the chair with approval of the gram sabha members.
Giving an account of the various irregularities in granting NOC for Reliance Jio mobile tower, Constancio said a resolution has been passed to demolish the tower.
The much debated panchayat ghar complex project was the highlight of the gram sabha. The project has been stalled in the past over differences between the proposal for a panchayat ghar cum sports complex or panchayat ghar cum market complex.
However, recently the panchas, at their regular meeting, had moved a resolution in favour of the sports complex. But the technical file had not been sent to the government as the sarpanch insisted that the same should be discussed in the gram sabha first.
When questioned by gram sabha members why there was delay in development as compared to other villages, MLA Silva said that major development projects cannot be completed without the panchayat proposing the same.
However, discussions on the mega project were stopped abruptly when the sapranch adjourned the gram sabha to November.
Later, when Constancio took the chair, following discussions on the project, a resolution was passed to expedite the process for the sports complex cum panchayat ghar.
When it was brought to the notice of the gram sabha about a missing file of the project, it was decided that an inquiry be conducted in the next few days to look into the matter and if there was no outcome to that then a police complaint should be filed.
Earlier, the gram sabha that was initially chaired by sarpanch Santos Rebello saw discussions on objections to the proposal of imposing commercial tax on rented premises. But the gram sabha asked the panchayat to improve house tax recovery before debating the imposition of commercial tax.
