The Government Committee had recommended that if Gomantak Marathi Academy fails to comply and bring in an amendment to honour the public interest, the latter may take an appropriate decision to form its own academy on par with Goa Konkani Akademi and accommodate the existing staff of Gomantak Marathi Academy considering their experience and service.
According to the action taken report tabled in the assembly the Committee had considered public view through representations, meetings, interaction, and found that Marathi lovers were not part of Gomantak Marathi Academy due to lacuna in the Constitution and existing election procedure of the Gomantak Marathi Academy did not give proper representation to the people to elect their representative.
The report that was part of the answer by the chief minister Manohar Parrikar to a question by MLA Vishnu Surya Wagh said that the Committee had recommended that it amend the constitution within four weeks by calling special General Body Meeting in this regard. Despite informing the Marathi Academy and asking it to submit the Draft Amendment for the approval to Government in four weeks by calling General Board Meeting, the amendments had not been carried out.
The Committee had recommended that membership for the Academy should be open to the general public “which is not done at present” and the Academy was asked to take necessary steps to amend the constitution so that membership shall be open to Marathi people in public interest.
It also recommended that the government find out from appropriate authorities ways to verify the election procedure along with the nomination forms and the signatories of last three years (2010-11, 2011-12, 2012-13) as the same point was raised in the public hearing held on 24.11.2012. There some members of the public had opined that election procedure conducted by Gomantak Marathi Academy was biased and faulty by nature, hence a detailed inquiry should be carried out into the earlier election procedure and action taken to conduct fresh elections by revamping the existing election procedure.
Matter was referred to the Academy asking it to submit details of election schedule including nomination paper for the year 2010 to 2013 and it was recommended that a team of three retired or existing Government officials be appointed for the purpose. But so far no action has been taken by Gomantak Marathi Academy.
The Committee also recommended that all funds which has have been misappropriated be recovered after carrying out an Audit by the Government and a FIR filed against the responsible persons, if found guilty. Another recommendation was an inquiry to be conducted for carrying out transactions during the Election Code of Conduct (2011-12).
The Directorate of Accounts has been requested to constitute a Committee of Expert of Accounts Cadre to carry the Audit and based on the report of Audit experts initiate further action.
