Census shows 3.8 p.c. rise in Govt servants

One among every thirty Goans is a Government employee, says The Census of Goa Government Employees-2007.
The State is ranked second only to the North Eastern States in the country, which has the 1:16 ratio, for best employment figures.
The Census, carried out by the Directorate of Planning and Statistics, has recorded an increase of 3.8 per cent in the number of Government servants in the State compared to the 2005 report.
The Census indicates that as on March 31, 2007 there were 47,718 employees, comprising of 32,193 males and 15,525 females in 76 Government Departments, 13 State Public Sector Undertakings and 16 grant-in-aid institutions.
In all there are 43369 regular employees, 1178 adhoc or temporary and 3367 work charge employees.
The total number of employees in Government Departments are 35,056 comprising 24,873 male and 10183 female of which 30902 were regular, 992 were temporary/ adhoc and 3162 work charged.
Another finding of the census has been that over 15.87 p.c employees belong to either schedule caste, schedule tribe or other backward class, which is more than three per rise compared to 12.12 p.c in 2005.
There were 3.04 p.c. employees belonging to the SCs, 3.24 p.c from the STs and 9.58 p.c OBC employees working in Government Departments as compared to 3.05 p.c, 2.19 p.c. and 8.78 p.c. of SC, ST and OBC respectively in 2005.
The highest number of employees (4885), were in Police Department followed by 4403 in Electricity Department. These departments account for 68.6 p.c of the total number of employees.
The work charge employees are largely accounted for by Public Works Department and the Water Resources Department.
The total number of female employees (10183) account for 29 p.c of total employees in Government Departments mainly located in school education (2571), Directorate of Health (1558) and Goa Medical College & Hospital (1294).
It is significant that these departments had more number of female employees than the males.
In the Government Departments there were 3.39 p.c employees in Group A, 3.23 I Group B, 62.50 p.c in Group C and 30.88 p.c in Group D.
Of these, 6.54 p.c employees are gazetted and 93.46 p.c employees are non-gazetted.
The total number of employees in the grant-aid institutions was 9829, comprising 4766 male and 5063 females.
It is pertinent to note that the number of females are more than males in grant aid institutions, which is mainly due to large number of female employees working in school education.
The total number of employees in State Public Sector Undertakings was 2833 comprising 2554 male and 279 female.
The Kadamba Transport Corporation has highest number of employees (1828).
The Census revealed that 2844 (5.96 p.c) have availed of Government accommodation facilities.
It indicates that only 2568 (7.3 p.c) of employees working in Government Departments were availing of the facility compared to 8.1 p.c in 2005.
The percentage of employees working in grant-in-aid institutions and State Public Sector Undertakings availing Government accommodation was 2.2 p.c and 2.2 p.c compared to 1.5 and 0.2 p.c respectively in 2005.
For the first time the Directorate of Planning and statistics has carried out taluka wise statistics which shows that 16.6 per cent of overall employees are from Tiswadi taluka.
