Minister calls for CCP work tender files

PANJIM, JAN 27 Acting on a complaint filed by one corporator of Corporation of the City of Panjim (CCP) Minister for Urban Development Joaquim Alemao has called for all files pertaining to 45 works tendered without availability of funds for examination.

Acting on a complaint filed by one corporator of Corporation of the City of Panjim (CCP) Minister for Urban Development Joaquim Alemao has called for all files pertaining to 45 works tendered without availability of funds for examination.
The 45 works were tendered by the CCP on the basis of the Standing committee decision of December 29, 2010.
The section 378 of the CCP Act empowers the government to revoke or cancel any resolution or decision of the CCP if it is not governed by the rule book or if it goes against interest of the people.
Rupesh Haldankar who represents ward 29 of CCP had approached the Urban Development Minister complaining that mayor has intentionally and with mala fide intensions suppressed the facts of the standing committee meeting by not bringing minutes before the Corporation.
The CCP recently tendered 45 works amounting Rs 1.85 crore even though there were no funds its coffers. The complainant maintained that if these works are carried out it will lead to violation of the budget expenditure approved by the corporation.
He has called for intervention of the Urban development minister alleging that mayor has committed a fraud by endorsing decision of the standing committee.
And he has thus demanded that CCP commissioner be prohibited from executing 45 works and also suspend all decisions taken in ordinary meeting of the CCP, on January 17, 2011.
When contacted Commissioner Elvis Gomes however maintained that he approved tender files on the basis of note moved by Mayor stating that they obtain grants from the government for said works. He also informed that he had intimated the government about non availability of funds before sanctioning the tenders.
All files pertaining to 45 works have been forwarded to Urban development department, he said.
