PORVORIM: Town and Country Planning (TCP) Department has made a no objection certificate (NOC) from the department of agriculture and forest mandatory for release of prime agriculture land or wooded areas while operationalising implementation of Regional Plan 2021.
This was stated in the Economic Survey 2018-19 which was tabled before the State Legislative Assembly on Wednesday. “Government has operationalised the implementation of Regional Plan 2021 which was kept on hold since the year 2012,” the survey document stated.
“The implementation will, however, be with restraint so as to ensure control on release of prime agriculture land or wooded areas, if any shown in the RP 21 by way of mandatory NOC from agriculture and forest department, as the case may be for plots more than 5000 sq mtrs area and also with other strict guidelines,” ES added.
The survey further states of the introduction of new Section 16B in TCP Act with regards to change of zone in the Regional Plan.
The Department has amended Section 49 of TCP Act to make it mandatory for registering officer appointed under Indian Registration Act to obtain a certificate of sanction or NOC from TCP before registration of new plots, which are not as per the original survey plan or which are not as per the layout plan approved by the department or any relevant authority.
For the financial year till December 2018, the department has collected Rs 40.55 crore (provisional) amount of infrastructure tax.
