PANJIM, NOV 2 The civic polls in the State threw several surprises as voters preferred new faces in most of the councils. Canacona led the way with the election of all 10 new candidates, followed by Mormugao with 12 new faces, Pernem with 8 and Valpoi electing as many as 7 candidates in its 10-member council.
