PANJIM: The Comptroller and Auditor General of India (CAG) has slammed various State government departments for not responding to the audit observations in case of 353 inspection reports (IR) pending compliance for the last six years.
In its performance audit report for the year ending March 2014, tabled in the Legislative Assembly recently, the CAG has said that Public Works department (52 IR), Urban Development (59 IR) and Directorate of Health Services (27 IR) top the list of departments that failed to ensure prompt and timely action on audit observations.
“As of June 2014, as many as 353 IRs (1,327 paragraphs) were outstanding for want of compliance since 2008-09,” the CAG said in its report.
CAG has said that the Accountant General (AG) arranges to conduct periodic inspections of government departments to test-check their transactions and verify the maintenance of important accounting and other records as per prescribed rules and procedures. “Pending IRs are sent to the Secretaries of the concerned departments to facilitate monitoring of action taken on the audit observations including the IRs,” CAG said in its report.
Administrative and infrastructural departments like PWD, Urban Development, Health, Irrigation, Education, Industries, Revenue, together have around 207 IRs pending. CAG has clarified that in June 2014 and in September 2014, the departments were asked to submit the compliance report within six weeks.
Further, the response of the administrative departments towards recommendations of the Public Accounts Committee was not encouraging as 20 recommendations relating to Audit Reports 2008-09 till 2013-14 were still awaiting final action by the administrative departments concerned, the CAG report said.
