The innovative minds at GEC have developed the first-of-its-kind “E-Beat Book App” in collaboration with Goa Police. Launched by the Honourable Chief Minister on February 7, 2024, this digital solution aims to modernize and enhance policing efforts in the region.
Present at the launch were key dignitaries including DGP Goa Jaspal Singh IPS, IGP Goa Omveer Singh Bishnoi IPS, SP North and Crime Nidhin Valsan IPS, Principal GEC Dr. Krupashankara M.S., and other notable figures from the industry. The Chief Minister commended the collaboration, expressing that the E-Beat Book will ensure transparency and accountability, with plans to implement it in other departments as well.

This project marks a significant milestone as it is the first time in the country that students have developed a solution for a State Police department. The app, which would otherwise cost more than half a crore in the market, was developed free of cost under the Memorandum of Understanding (MOU) signed between Goa Police and GEC. Furthermore, the app can be extended to other police organizations at nominal rates upon demand.
The initiative was spearheaded by Nidhin Valsan IPS, Superintendent of Police North Goa district, who launched a CREATEATHON competition to digitize the beat book. Student teams from various colleges participated, and the winning team from GEC worked tirelessly to bring the E-Beat Book app to life.
Developed under the guidance of Dr. Nilesh B. Fal Dessai, Head of the IT Department at GEC, the E-Beat Book is a cutting-edge digital platform designed to replace traditional physical beat books. The app features three interfaces – Mobile App, Web Dashboard, and Admin Panel – catering to various user roles within the Police hierarchy.
Key features include secure access through biometric/Face ID authentication, OTP-based registration, user-friendly profile management, location and person tracking, integration with Maps, and real-time tracking through the Dashboard. The Police Coordinator PI Saroj Divkar played a pivotal role in ensuring seamless implementation within the Goa Police organization.
Industry expert Mr. Prajyot Mainkar provided valuable guidance during the development, contributing significantly to the success of the project. The collaborative efforts of academia and law enforcement, led by Assistant Prof. Bipin Naik, College Coordinator, and Dr. Aisha C. F. Fernandes, a distinguished faculty member at GEC, resulted in a state-of-the-art digital solution that promises to redefine policing in Goa.
