BJP minister Subhash Phal Desai on Tuesday claimed that an “elite class” was dominating the Salcette Collectorate, triggering political debate in South Goa. Speaking on the administrative restructuring, Desai said the creation of the new Kushavati district was aimed at correcting long-standing imbalances at the district level. He argued that residents from Dharbandora, Sanguem, Quepem and Canacona often felt neglected when they approached the South Goa Collectorate. According to the minister, decentralisation would make governance more accessible, particularly for people from ST, SC and OBC communities. Desai maintained that the new district would help address grassroots concerns more effectively and ensure equitable access to administrative services, adding that the move was in the interest of people who had remained on the margins of decision-making for years.
