The Goa Lokayukta has issued notice to the Margao Municipal Council chief officer in connection with a complaint over an allegedly illegal NOC granted for public land in Margao. The matter has been registered as Proceeding No. 08/2026, with a preliminary enquiry scheduled for August 5, 2026, at 11:30 a.m.
According to the complaint filed by Shri Joseph Paul Savio Coutinho, the NOC dated June 17, 2026, was issued for land at Chalta No. 27, P.T. Sheet No. 190, Margao City without a council resolution and without prior sanction under Section 88 of the Goa Municipalities Act, 1968. The complaint alleges corruption, maladministration, abuse of position, and furnishing false information.

The complaint further states that the land is public property belonging to the Margao Municipal Council under Portaria No. 5568, and that a private club is claiming it in ISLR Case No. 16/2026, which is listed for hearing on July 28, 2026, before the Inspector of Survey & Land Records, South Goa. The Directorate of Municipal Administration has also sought an explanation from the MMC, according to the complaint details.
Mr. Coutinho said the issue concerns public land and stressed that due process was not followed in issuing the NOC. He urged the Lokayukta to protect public property and take appropriate action.
