IIT, NIT & BIT set ups in Goa

It is a pride to have IIT set up in Goa but at the same time it should be ensured that the project is beneficial to Goans from development points of view in i) education and 2) employment after having given so large area of 14,00,000 square meters of land of the government and of the locals from Cotarli to IIT project. It is not observed so by the two other institutes NIT and BIT which are currently operating in Goa after allotting them large areas and has not benefitted to Goans. 
For the betterment of the Goans in the name of development and maintain Goemkarponn as some politicians say, the Goa Government should lay down the legal terms and conditions to these institutes prior to issuing the licences for start up of their operations and also at the time of renewal of licenses of these institutes currently operating, mostly on these two main major concerns of 1. Increase of admissions to Goan students and 2. Employment of Goans in these institutes.
With respect to increase of admissions to Goan students in these institutes, the Goa Government Education Department should emphasize on following in the terms and conditions during the issue or renewal of operating licenses. 
Institutes shall reserve and allot certain fixed percentage or number of the seats for Goans every year in each of engineering branches offered in these institutes. Norm should be given by the Government at least 20% admissions to Goan students.
Institutes shall set a fixed norm of “Cut of Marks” in joint engineering examinations for all Goan students and will be same for all categories – General, SC, ST, OBC, etc. All categories shall be treated equal.
Institutes shall assist to Goan schools and students in improving the quality of education to the required level in order to excel in their entrance examinations like JEE and others by providing free study material in terms of a) online educational videos, b) on line  study material, c) printed books to target and prepare for entrance examinations according to the pattern of examination questionnaires, d) occasionally conducting seminars in schools to create interest of Goan students in technical education. 
Lastly for the economic development of locals in Sanguem and other areas of Goa, Goa Government – Labour & Recruitment department should emphasize the institutes of IIT, NIT and BIT to provide employment to Goans wherein all contracts including suppliers for construction, operation, administration and maintenance shall be given to local Goans and at least 80% of employees shall be Goans.
