There were 171 queries to the bid document of the Goa PPP Cell for consultancy services for preparation of master plan, preliminary project report, tender document and project management services for the proposed greenfield airport and commercial/industrial & allied development near Mopa.
Even though there were so many queries with no proper response/decision from the PPP Cell to the queries of the consultants, the tender process for selecting the technical consultant for Mopa International Airport was not stopped.
Have all the tasks of the above referred consultancy assignment been completed? And have the reports of the technical consultant got the required clearances and approvals? These questions need urgent answers.
The technical consultant of the client cannot be allowed to be technical consultant of the selected airport developer. Therefore, for Design Build/ DBFOT contracts, the shortlisted airport developers are also required to submit a technical proposal for the detailed airport project design .The technical proposal is required in addition to the financial proposal. The identified tasks for the technical proposal should be based on the approved airport Master Plan & preliminary designs of the technical consultant referred above. The requirements for the technical & financial proposals should be clearly highlighted in the Request for Proposal (RFP) document by the Project Implementing Authority.
It appears that many of the interested participants at the Pre-qualification conference for the Mopa airport project are real estate developers. Their interest is in real estate development component and not in the construction of the airport. If only financial proposal is required from the shortlisted developers, it becomes a Request for Quotation (RFQ) from the shortlisted real estate developers. Can we allow this to happen? The RFQ process for the Mopa International Airport should be stopped immediately.
