Justify, World Elders’ Day

The Government of Goa, for no known reason, has withheld the legitimate raise of Family Pension, from 33% to 60%, effective January 1, 2006, as ruled by the Hon’ble Supreme Court. This enhancement was a long-awaited welfare measure affecting about half-a-lakh Goan retirees in seventies and even eighties! It has come in the form of an amendment to the VI P.C. recommendations, on October 28, 2013. All UTs and states (not having their own Pay Commissionerate) have implemented the revision, in toto, our Goa being the lone exception!
The interesting part of my demand is that there shall not be a single rupee burden on the public exchequer! On my death, they shall pay my beloved house-wife, 60, for my every 100 to facilitate a dignified sunset; call it oldie-goldie? So, the plea is “Give our service-benefit, without getting bankrupt!”
The frustrating part is that after forming an expensive case – file of 100 pages, through 700 days, I found one unauthorised officer, a partner in inflicting four fake encounters on poor ME, informing, in Dec 2014 that, “Govt. of Goa is yet to adopt the revised order.” By now, this ‘yet’ should have been go.. get? Helplessly, during this delay, more than a thousand oldies died, denied of their legal rights?
An upright Officer, at the Sectt. confided to tell me that most of them joked and laughed away everytime I sent reminders demanding, “Pay 60% to my spouse, soon after my demise!” Asking nothing for self! Most of them know that they too will be the beneficiaries. But nothing helpful is happening?
Closing in on 700 days, there was terrible dejection and depression, so much so that I missed my bath on Chaturthi! As a consequence we were forced to meet a specialist? In the course of discussions I disclosed that I hardly get to sleep and if at all I did get some, then I will dream and wake-up slogan – chanting, “cee emm moreya, cee emm moreya!” She immediately leaned to my wife and whispered “sorry; No medical treatment; only political settlement!” Perturbed, I shot out, “Am a NaMoNnaMo fan. 
In any case I am not asking for “One Post One Pension”! In fact, asking nothing extra for me. So, how about lighting a brighter candle and diya for my wife’s well-being, on an urgent note, Prof. Parsekar?
NaMo eulogised ‘Social Media is a Good governance Tool”. No need to waste time and money, like it has been allowed to happen in this case!
A declaration may thankfully be announced THAT “the FAM. PEN. part of the revision order is adopted for implementation w.e.f October 1, 2015, on the occasion of World Elders’ Day. Sun Rahe Ho GURUJI?
