Transport Minister Mauvin Godinho has informed the Goa Assembly that a total of 3,841 permits have been granted to rent-a-bike owners across the state since 2022, reflecting the rapid growth and subsequent regulation of the sector.
Replying to a question during the recently held Assembly session, Godinho said that 1,277 permits were issued in 2022, while 2023 recorded the highest number with 1,911 permissions granted. The figures then showed a sharp decline, with 444 permits issued in 2024 and only 209 permits granted in 2025.
The minister said the reduction in recent years reflects the government’s efforts to regulate the rent-a-bike business, ensure compliance with safety norms and curb illegal operations, while balancing tourism needs with public safety and traffic management.
The disclosure has sparked discussion among legislators on the impact of the rent-a-bike sector on road safety, employment and tourism, with the government assuring stricter monitoring and enforcement going forward.
