PANJIM: In what the Goa government claims is an attempt to create a huge pool of job vacancies for Goans, a fresh circular was recently issued asking private firms to obtain a No Objection Certificate (NOC) from the Regional Employment Exchange before advertising any post and even before participating in trade fairs outside Goa.
There have been apprehensions it could add to the woes of the companies considering that applying for the NOC could delay the recruitment process as it could get tangled in red tape, but the government has assured that if there is no response to an application for NOC within 48 hours, it should be considered as deemed approval.
“The entire concept is online. Any employer in private sector can go online to get the vacancies notified and obtain NOC to advertise the posts. The NOC will be issued within 48 hours, and if any application does not get a response within this period, it is deemed approved,” Labour & Employment Minister Rohan Khaunte told Herald allaying apprehensions of delay. The 48 hours excludes Saturdays, Sundays and public holidays.
Goa Electronics Limited (GEL) has created an online portal www.goaonline.gov.in wherein the employers have to submit their applications. “The NOCs will be computer generated,” he added.
While employers wishing to join job fairs outside Goa are also mandated to take NOC from the Regional Employment Exchange, those organisers holding such events in Goa also fall in the category.
Labour Commissioner Jayant Tari claimed that the sole objective of the new circular is to essentially create a database of job seekers. “Our aim is to ensure Goans are not unemployed. The new initiative will give a clear picture on the total vacancies in different sectors and number of job seekers,” he said adding that to get right people for the required jobs, the department has proposed setting up a ‘model career centre’ wherein youth would be trained in their respective fields. “The centres will have counselors and we will also hold special trainings on personality development, business etiquettes, etc.”
It has also come to the fore that as per Employment (Compulsory Notification of Vacancies) Act, 1959 all employers need to notify vacancies to the Employment Exchange, which is not being adhered to. However, with the fresh circular, it is expected that the employers would heed to the guidelines.
