A visit to the Recovery Cell (Arbitration) in the office of Assistant Registrar of South Goa was a rude shock. Nestled in the back of beyond Mandopa, Navelim, with absolutely no access to the office due to the flooding owing to the incessant rains, this office is far from satisfactory.
The entire office is located in a forsaken building with no safety whatsoever with regard to the storage of files. We have been making trips back and forth from the office of the newly located Assistant Registrar at Fatorda and hunting for the recovery division of the same office at Mandopa. It is indeed lamentable and pathetic that the government treats such an important office with scant regard; no wonder, all housing societies in Goa are facing the growing challenge of defaulters of maintenance dues.
Urging Minister of Co-Operation Subhash Shirodkar to look into how the recovery section of the office of the Registrar works, the location and poor facilities at the current location at Mandopa, poor infrastructure, lack of safety of our Recovery files submitted and poor rate of the execution of the Arbitration process. I like to urge the Minister to improve the functioning of the office of Assistant Registrar (Recovery Cell).
