Potholes filled with mud and stones

The monsoon rains have left several roads in pretty bad condition with appearance of huge potholes and craters. Many of the roads have been rendered almost non-motorable and in urgent need of repairs. 
However, it seems that the authorities concerned have decided on a stop-gap arrangement by filling the potholes with mud and stones as seen in the photograph. This remedy appears to be worse than the malady. 
Obviously, the mud and stones will be washed away in the rains and the craters will reappear in a few days’ time. But worse, still all the mud and pieces of stone used to fill the potholes will spill onto the roads leading to slippery conditions, which can prove dangerous to the road-users. 
Instead of resorting to such knee-jerk reaction, it would be desirable for the authorities to carry out a quick repair of the road by using tar as and when there is some respite from the incessant rains and the sun shines.
