CM launches Goa Citizen Service Centre via video conferencing

CSCs in remaining South talukas within 6-10 months

MARGAO: Chief Minister Manohar Parrikar on Thursday inaugurated the first Goa Citizen Service Centre at Matanhy Saldanha Administrative Complex via video conferencing.
Revenue Minister and TCP Minister were present on the occasion. 
Salcete has got its first CSC while the rest of the talukas of South Goa will get the CSCs within 6 to 10 months.
The Government has termed it as a big leap towards efficient and transparent Governance under the Common Service Centres (CSC) scheme, which is one of the mission mode projects under the Digital India Programme. 
The Government intends to make CSCs the interface between citizen and Government for hassle-free delivery of essential government services, public utility services, social welfare schemes, healthcare, financial, education and agriculture services in remote and rural areas of the state.
“It would be a pan-Goa network wherein CSCs will be set up at the taluka level in the Phase-l followed by CSCs at the village level in phase-II, thus enabling the government mandate of a socially, financially and digitally inclusive society,” said Revenue Minister Rohan Khaunte. 
“Over the next 3-6 months, additional services of departments with high citizen interface such as transport, agriculture, social welfare and women and child development will be facilitated through the CSC. Another major focus area will be facilitating the business community by making available around 40 additional services identified under Ease of Doing Business at the CSC,” he said.
“Till August 15, 6 more talukas will get the CSCs and in next 6 to 10 months the CSCs will be inaugurated in other talukas” Khaunte informed. 
“We have adopted the right to time bound services act and will deliver the services online or offline at one place,” the Minister added. 
TCP Minister Vijai Sardesai said, “It is the first step to provide people friendly governance and giving online and offline quick services to people is in fact actualising the fact that the Government is working towards transparency in governance”. 
He urged people to keep their negative mindset away and get their works done faster and in a transparent manner. 
Benaulim MLA Churchill Alemao urged the department to provide help centres for the senior citizens. Margao MLA Digambar Kamat said that it is a welcome step towards providing transparent governance.
The CSC is equipped to provide single window delivery mechanism for all government services. It will have standardised procedures/documents for each service and across all services. Token-based FIFO service delivery mechanism and most importantly the integration to time bound service delivery is the main highlight. With email and SMS- based status notification at every stage, the system will also have integration with Digilocker, Aadhaar, eTaal, payment gateway and will have e-sign based service delivery.
At the beginning, Revenue Department services such as residence, caste, divergence certificates, sound permission, natural calamity, application, conversion of land, income certificate, partition of land, Form I & XIV will be included.
