CALANGUTE: Youth Block Congress President Caius D’Silva (30) and his brother Luther D’Silva (32) have been arrested for assaulting the owner of Cafe Nicobar shack on Calangute beach, on Wednesday evening.
They were produced before the Judicial Magistrate First Class (JMFC), on Thursday, who released them on bail.
Calangute PI Jivba Dalvi said that the victim Valerian Fernandes, resident of Muddowado in Calangute, complained that while he was working at the shack, Luther and Caius assaulted him with fist blows, slaps; they also let loose their pet dog on him thereby causing him multiple injuries.
Further, Fernandes complained that the brother of Luther and Caius, Vivek threatened to kill him while he was proceeding to the police station. Incidentally, Vivek is the president of North Goa Youth Congress.
Following Fernandes’ complaint, police have registered an FIR under Sections 323, 337, 452, 506 (ii) read with Section 34 of Indian Penal Code (IPC).
The victim has been admitted to Goa Medical College, Bambolim.
Meanwhile, in a counter complaint to the police, Luther has alleged that after forming an unlawful assembly, that Valerian Fernandes and five others criminally trespassed into their premises, threatened them and assaulted him and his brother Caius due to which they suffered injuries.
On Luther’s complaint, the police have registered an FIR under Sections 143, 447, 504, 323, 506(ii) read with Section149 of Indian Penal Code (IPC).

Girish visits victim in hospital
Goa Pradesh Congress Committee President Girish Chodankar visited the victim of an assaulted at a shack in Calangute at the Goa Medical College Hospital, Bambolim on Thursday evening.
The incident of assault was caught on a CCTV camera, wherein Youth Block Congress President Caius and his elder brother are seen assaulting the youth. And their younger brother Vivek is seen threatening to kill the victim if he complained about the incident. When asked what action the party would take against the accused Chodankar said that the party would conduct an enquiry in the matter and check the nature of the crime. “We do not know exactly what had happened. The Youth Congress President has been asked to look into the same. If both are found guilty, definitely action will be taken against them. Any form of violence will not be tolerated by the party,” Chodankar said. However, Congress sources say that Caius and Vivek would be expelled from the Congress.
