Speaking to activist Aires Rodrigues, Mishra said that permission could only be given “by the court and not the speaker.”
Rodrigues pointed to Pacheco’s case as serious offence of assaulting a public servant and then absconding for two months and that it would all have to be considered in dealing with any petition filed by him seeking to attend the assembly proceedings.
Asserting that attending the assembly legislative session are neither Pacheco’s constitutional or fundamental right as sought to be projected by Rajendra Arlekar, Rodrigues stated that only if the court allows will Pacheco be able to attend the ensuing session of the Goa legislative assembly.
