VASCO: In a latest development, the Mormugao Municipal Council (MMC) has decided to initiate an inquiry into all such municipal properties in which chalta number shows MMC as the owner but different occupiers with their names also reflecting in form D (final land record document for city properties).
The municipality has found that in D Forms of 15 of its properties, the MMC is shown as the owner, while the occupier is shown as someone else.
According to MMC Chief Officer Deepali Naik, a meeting with Vasco MLA Carlos Almeida, MMC Chairperson Deepak Naik and other MMC councillors was held some months ago.
During the meeting it was brought to the notice that though MMC owns several properties under municipal jurisdiction, the council did not have proper documents available for its record. Also, since MMC would soon go for double entry system, wherein value of the movable and immovable assets would have to be mentioned in the books of accounts, the need was felt and MMC adopted a resolution and appointed Pascoal Barbosa Noronha as valuer (recommended by GSUDA) to conduct a study and provide valuation of all immovable properties owned by the Council.
The valuer, along with MMC staff members recently submitted a record of 32 enlisted properties owned by MMC, which has been revalued at Rs 21 crores (as per government rates/9000/sq mts).
“During revaluation of our immovable properties, it was also brought to our notice that apart from total 32 properties enlisted under the name of MMC, there are some more properties in which chalta number shows MMC as owner but the occupiers are different, with their names are even reflecting on form D. We have taken the list of 15 such properties and decided to initiate inquiry into it,” Naik said.
She added that, “Since we do not know the exact status of the property, the people occupying are presently encroacher. To avoid such confusion we have written to office of land and survey department, Vasco to submit papers or give reasons as to why these people are occupying municipal property and how their names were reflecting in form D.”
