PANJIM: The Director of Vigilance has forwarded an indictment to the Goa Police, against Deputy Superintendent of Police (DySP) Shamba Sawant for securing disproportionate assets to initiate departmental inquiry.
However, the government had recommended FIR to be filed against him cannot be registered as the report was submitted by ACB to Vigilance based on the source information. The vigilance department has now sent back the file to government seeking preliminary inquiry against Sawant.
Senior officer of ACB informed that without conducting preliminary inquiry base on the source information FIR cannot be filed as it would fall in the legal tangles.
ACB in the year 2014 had done a discreet inquiry in the alleged assets which were secured by DySP Shamba Sawant and it was found that a number of vehicles were registered on his spouse’s name.
It is revealed in the inquiry that Kranti Shamba Sawant, wife of DySP Sawant, was in possession of 22 vehicles, his son Parikshit Sawant was in possession of 18, eight vehicles were in possession of his daughter Priyanka Sawant and three vehicles were in possession with a firm M/s Priyanka Motors.
Only one vehicle was registered in the name of DySP Shamba Sawant in 2000. It is revealed in the ACB inquiry that Swant did not give any intimation to the department about the acquisition of the 51 vehicles and further disposal of few as required under CCS (Conduct) Rules, 1964.
Further, according to the inquiry report, Sawant did not give any intimation to the department on operating the vehicles for commercial use and also running a private establishment.
In a shocking revelation and abuse of power being a police officer of the rank of DySP, Sawant has allowed and deployed one police constable Parshuram Minjanwar as an orderly at his residence, which is completely illegal.
Parshuram was deployed at his residence for a period from January 6, 2006 to April 12, 2012 who was looking after the transport business, as per ACB inquiry.
As Parshuram has not spent the time on government duty, ACB has recommended recovery of salary from him for the period during he was in the employment of Sawant, which was a loss to the State exchequer.
