In a positive step towards resolving Goa’s long-pending waste management concerns, at least five companies participated in the pre-bid meeting for the proposed Bainguinim solid waste processing plant, the Goa Waste Management Corporation (GWMC) has confirmed.
“These five could definitely bid for the proposal. Besides, some other companies can also come and bid,” a GWMC official familiar with the meeting said.

The GWMC had floated a Request for Qualification (RFQ) last month, inviting bidders to design, finance, build, operate and maintain a 100-tonne-per-day (TPD) waste processing facility at Bainguinim for a concession period of 15 years. The last date for bid submissions is September 26, though officials indicated that the deadline may be extended if required.
First conceptualised in 2019 as a 250 TPD facility, the Bainguinim project has faced multiple setbacks ranging from technical challenges and administrative delays to stiff public opposition.
In May 2022, GWMC revised the plan, scaling the capacity down to 100 TPD to complement the expanded Saligao facility, which now handles 250 TPD. The restructured project, with an estimated cost of ₹120 crore, is seen as a more viable and attractive option for bidders.
If successful, the Bainguinim plant will play a critical role in addressing Goa’s mounting waste management needs.
