Road contractors from across Goa came together today to raise serious concerns regarding the state’s road tendering process. Addressing a press conference, the contractors urged the government to disqualify bids quoted below 20% of the estimated project cost, arguing that such practices lead to poor-quality infrastructure and sideline local contractors.
According to the contractors, aggressively low bids often come from firms outside Goa that lack long-term accountability and compromise on quality. “These out-of-state contractors win tenders by underquoting and then deliver substandard work that deteriorates rapidly, costing the public more in the long run,” said a spokesperson for the group.

They called on the government to enforce fair bidding practices and prioritize the interests of local, qualified contractors who are more invested in maintaining high standards.
The group emphasized that protecting local contractors not only improves accountability but also strengthens the Goan economy by keeping jobs and revenues within the state.
They appealed for an urgent policy revision to set a minimum bid threshold and ensure that quality is not compromised in critical road infrastructure projects.
