Goa is the first state to have a model ABDM compliant Primary Health Centre which is fully digital with an end-to-end paperless process from patient registration to medicine dispensing.
During G20 Second Health Working Group meeting on Digital Health, PHC Corlim was identified for highlighting G20 health track priorities by showcasing its achievements in digital health facilities like the adoption and use of the Health Management Information system (E-Sushrut) including “Scan and Share” component of Ayushman Bharat Digital Mission.
HMIS will be implemented across all the Hospitals under DHS.
Microsite
Implementation in the State of Goa
During Arogya Manthan 2023, National Health Authority, awarded State of Goa, for being an Early Adopter State for Initiating Microsites under the “100 Microsites Project”.
Goa is proud to be the 3rd State in the country to begin with the Microsite implementation project.
The State has identified 2 microsites, one in each district, and has already onboarded the Development Partner as well as the Interfacing Agency.
STEMI Goa Project :
Introduction:
Goa was the first State to launch STEMI Project in December 2019.
The project aims to treat heart attack at the primary level within the “Golden period of 1 hour” of onset of chest pain and referral to higher centre for further management
Tele-ECG machine is used for diagnosis and newer thrombolytic agents like Reteplase or Tenecteplase are used under this project.
About the project:
Goa is the only state which has implemented STEMI model successfully across the state in Primary health centre, Community Health Centre, Sub district and District Hospital including Goa Medical College and Hospital.
Goa is the only State which has trained Medical Officers to stabilise patients with heart attack at the primary health level by following state specific protocols.
Following which the patients is then stabilised and referred by Cardiac care ambulances to the tertiary care hospital ( 1 Govt. & 3 Private hubs ) where further procedures such as angiography and angioplasty are carried out completely free of cost.
In addition medications and investigations are also offered completely free of charge to all patients in Goa.
Presently there are 20 spokes (Peripheral Govt. Hospitals) and 4 Hubs where till date 16,029 critical ECGs were diagnosed. Out of which 4,589 STEMI cases were diagnosed and 3,453 cases were thombolysed .
Infrastructure Upgradation
Of Ayushman Arogya Mandir
A total of 139 Sub Health Centers and 31 Rural Medical Dispensaries are upgraded to Ayushman Arogya Mandir.
At this facilities compressive range of services including lab test are provided to the patients at the door step free of cost.
At Ayushman Arogya Mandir (SC) of 14 test and 105 drugs are provided.
At Ayushman Arogya Mandir ( RMD) 37 test and 146 drugs are provided .
Physical Infrastructure has been upgraded at these facilities which includes provision of seating area, ramp for disabled people, separate space for wellness activities like yoga, availability of portable drinking water and toilet facilities for patients.
Changing Diabetes Barometer Project (CDB)
CDB was relauched in the state of Goa in the year 2018, and MoU was renewed in January 2024.
Goa was the first state to provide insulin completely free of cost to patients.
15 Community Diabetes Centers (CDCs) were set up for testing and treatment of diabetes at Goa Medical College and other health facilities.
Key objective is not only to provide insulin but also to counsel patients on nutrition ,exercise and importance of compliance to medications at these Community Diabetes Centers.
Goa is also the first state to also launch the Digital Diabetes Registry 16 years ago, which will help monitor patients with diabetes in a more appropriate manner. Digital Diabetes Registry is being upgraded.
A total of 2,38,215 patients counselled from date of project initiation till April 2024.
Goa model was followed by other states like Gujarat Maharashtra and Rajasthan.
Swasth Mahila Swasth Goa Project (SMSG)
Introduction: The Project was launched in the year 2021 .
The screening for breast cancer is done using iBreast device which is handheld ,non invasive, radiation free, portable device .
It is based on capacitive pressure sensor technology (tactile based) that differentiates variances in breast tissues.
All positive cases are treated free of cost by Government of Goa.
Aim of the project:
Screening 1 lakh women above age of 25 years for breast cancer over 2 years.
In addition plan to screen an added 1 lakh women in the coming years is in process.
Achievements till April 2024
A total women screened: 1,11,980
Cancer positive cases detected : 58
AstraZeneca Qure. AI
This project has been initiated in March 2024 by Directorate of health Services in collaboration with AstraZeneca and Qure. AI.
The project aims to increase survival rates by screening and early detection of 29 different lung diseases, through early diagnosis and detection through AI interpretation of digital chest X-ray.
Deployment of qure.AI successfully done at SGDH, NGDH ,SDH Ponda, and CHC Valpoi along with staff training
Achievements (till date):
Total Scan done: 37,054
Total No. of Nodules detected: 293
Total No. of cases with nodules (with suspected malignancies): 19
12,000 calls by Tele Manas
Tele-Manas is a Revolutionary digital mental health service connecting distressed individuals with mental health professionals on a 24×7 basis, which is a free mental healthcare service offered by the Government of Goa (In association with mentoring institute, NIMHANS).
It is available in multiple languages on the toll free number 14416. It is implemented successfully in state of Goa from 15 May 2023.
Under the programme various mental health issues are addressed telephonically and provides a comprehensive range of tele-mental health services, including:
Teleconsultation
Telecounselling
Teletherapy
Proactive followup calls with prior consent
Referral to mental health specialists
Till 11th May 2024, 5,593 calls have been attended under this helpline.
IMPRESS Project Goa
The Directorate of Health Services (DHS), Government of Goa and Sangath, Goa (NGO) are collaboratively implementing the IMPRESS program in Goa
Designed to increase access to evidence informed care for depression, through IMPRESS we have trained healthcare workers across all health centres in Goa to deliver the Healthy Activity Programme counseling treatment.
87 healthcare workers were trained to counseling patients with mental health issues.
Till date 74,524 patients were screened ,out of which 10% of people were identified to have depression and were subsequently counselled at the health centre.
Goa is the first state in the country that has successfully scaled up an evidence-based psychological treatment for depression across the whole State.

Bringing Specialist Care Closer to community
The Goa government’s Satellite OPD programme brings specialist medical care directly to local communities.
This initiative, run by the Directorate of Health Services in partnership with GMC and Goa Dental College, makes it easier for people to access essential medical services.
Referrals are treated on priority at District Hospitals and GMC.

Health Camps
NCD Camps are an outreach programmes conducted monthly under each Health Facility for screening of Non communicable diseases like Anemia, Hypertension, Diabetes Mellitus, Oral Cancer, Breast Cancer, COPDs, Cervical cancer.
Focus of action is on health promotion ,early diagnosis, prompt initiation of treatment as well as compilation screening and referral.
A total of 2,112 Health camps are conducted successfully till date.
Around 2,651 Health melas were conducted at all the AAM centres with over 1,22,415 beneficiaries availing services and 124 specialist camps were conducted at CHCs with 36,667 patients were seen.
Dialysis Prog- Goa State
The Pradhan Mantri National Dialysis Programme (PMNDP) is implemented in state of Goa in Public Private Partnership mode
The dialysis services in Goa are provided free of cost to patients starting from primary health centre level
There are 15 Health facilities providing Dialysis services to patients under Directorate of Health Services and 1 in house center at Goa Medical College and Hospita.
A total of 656 patients are availing the dialysis services (April 2024).
In addition the Directorate of Health Services is in the process of providing free pneumococcal and influenza vaccine to patients availing Dialysis Services .
This vaccine will benefit the dialysis patients as it will reduce the mortality due to serious flu related
complications.
