Village Panchayats (VPs) and Zilla Panchayats (ZPs) always complain about not receiving enough finds for developmental works. However, under the 13th Finance Commission (13th FC) they will have no chance to complain since there has been manifold increase in grant to Panchayat Raj Institution (PRI). Grant will be released under two components — a basic grant and a performance grant during next five years and, not in lump sum as in the past.
The PRIs under 13TH FC for the period 2010-2015 will receive 90.2 crore comprising basic grant Rs 59 crore and performance grant Rs 31.2 crore, told Menino D’Souza, Director of Panchayat to Herald on Monday.
The quantum of increase in grant under 13th FC has been huge as compared to total grant Rs 18 crore released under 12 th FC for a period 2005-2010.
The ZPs are entitled for 30 per cent of the total grant whereas share of VPs is 70 per cent.
A first instalment of Rs 4.2 crore was distributed among VP and ZPs. However, the State will be entitle to claim performance grant only after it fulfils eight conditions laid down for drawl of funds under 13 th FC, said D’Souza.Performance conditions include adoption of accounting framework and certification pattern consistent with the model accounting system etc.
