Alarmed by a surge in high-density construction, residents of Varca have urged their local panchayat to convene an urgent gram sabha to address mounting concerns. In a memorandum signed by over 600 villagers and submitted by Shohail Furtado, residents have called for an immediate halt to all permissions for multi-unit housing projects until a scientific carrying-capacity study is completed.
The appeal highlights the strain on the village’s basic infrastructure, citing frequent power cuts, water shortages, and insufficient waste management. Residents warn that the unchecked development is exacerbating sewage problems, increasing the risk of contamination and serious public health concerns.

Environmental degradation is another major issue. Locals point to construction activity encroaching on ecologically sensitive zones such as khazans, sand dunes, and open fields—areas vital to Varca’s biodiversity and cultural character. The memorandum also notes that several housing projects have been approved without ensuring adequate road access, leading to traffic congestion and putting pedestrians, particularly schoolchildren, at risk.
Residents argue that a carrying-capacity assessment is essential to determine how much development the area can realistically support and what infrastructure upgrades are required. They demand that the study’s findings be made public and that all future planning decisions be aligned with its recommendations. Until then, they insist, no new mega housing projects should be approved.
In response, former Sarpanch and current panchayat member Selu Fernandes defended the local body, reminding villagers that she had previously warned against selling land to outsiders. Fernandes emphasized that while the panchayat shares responsibility, so do those who sold their land for development.
The situation reflects the complex tensions in Varca between rapid development and the need to safeguard environmental sustainability and community well-being.
