In a letter to her as also the Chief Passport Officer in Delhi, he pointed that those from Goa have to travel all the way to Mumbai, having the nearest Protector of Emigrants office, to get endorsement of ‘No Emigration Clearance Required’ (NECR) on their passports. A simple authorisation to the Goa passport office to act as Protector of Emigrants as before will give solace to hundreds of job-seekers proposing to go abroad, he said.
The suspended emigration stamp on the passport is obtained by the emigrants leaving India to take up employment in a foreign country for a limited period. It may be noted that two kinds of passports are issued, one with the endorsement of ‘Emigration Check Required’ (ECR) and another with ‘Emigration Check Not Required’ (ECNR). People in both categories can travel for the suspended period by securing the stamp of the emigration suspension.
