MARGAO, JUNE 11 Having repeatedly sabotaged its implementation by the employees, City-based NGO Green Goa Foundation has moved the high court to direct the Margao Municipal Council to implement the attendance of the employees by use of the bio-metric finger scan machine.

Having repeatedly sabotaged its implementation by the employees, City-based NGO Green Goa Foundation has moved the high court to direct the Margao Municipal Council to implement the attendance of the employees by use of the bio-metric finger scan machine.
Saying that a bio-metric finger scan machine is the most effective means of recording the employees’ presence in the offence and ensuring that they do not skip work, the Foundation said the Civic body had issued two orders to the employees, directing them to record their attendance on the bio-metric finger scan, but the use of the machine was discontinued due to disobedience.
Foundation chairman Raison Almeida said after the employees refused to record their attendance on the finger scan, the Municipality has taken a lax view, resulting in the employees coming and going out of the Civic body without any proper check of their movement.
“This has caused inconvenience to the general public when they approach the Civic body, only to find the staff not available at the desk. This entire issue could have been resolved had the bio-metric finger scan machine was implemented to document the movement of the employees”, he said in his writ petition.
Almeida said that the Margao Municipality had resolved to install the bio-metric finger scan machine for recording the attendance of the staff and workers in order to cut down on the late arrival of employees, employees leaving midway through their work and employees leaving early from their work.
The petitioner has contended that the actions of the Margao Municipal Council are violative of the fundamental rights of life and liberty of the public in Margao and Salcete and that there has been a remiss in the statutory functioning of the Civic body.
He pointed out that the action of the Margao Municipal Council is an eye wash, adding that the inaction to implement the bio-metric reader is putting the public’s life and liberty at stake.
